Oconee County Commissioners To Consider Paying $425,000 For Sewer Easements At Jennings Mill Golf Course

Oconee County commissioners tomorrow (Tuesday) night will be asked to spend $425,000 to purchase easements to build the McNutt Creek sewer line through the golf course at Jennings Mill Country Club.

The golf course straddles McNutt Creek, and the creek is incorporated into the course’s design.

The creek forms the border between Oconee and Clarke counties, and Oconee County wants to build a line to bring sewage from Bogart to Epps Bridge Parkway, where the waste is to be pumped to the county’s sewage treatment plant on Calls Creek.

The county’s plans ran into opposition from the owners of the golf course, forcing the county to consider a different routing of the line.

Commissioners also are to take up a special use zoning request from Jenny and Gary Evans for a professional home office at 1490 Calls Creek Circle, outside Watkinsville, and consider allowing Athens Technical College to lease space in the county’s crowded Government Annex.

The meeting starts at 7 p.m. at the Courthouse in Watkinsville.

Haynie Recommendation

County Utility Department Director Wayne Haynie tomorrow night will bring forward the agreement with Laniertindall LLC for purchase of the easement for the sewer line.

McNutt Creek At 16th Green

Back in May, the Commission spent $27,835 with Precision Planning Inc., with offices in Monroe, for completion of plans and easement documents for the McNutt’s Creek Trunk Sewer from the Jimmy Daniell pump station to just inside SR Loop 10.

The plans for the 9,940 feet of 18- inch sewer line along McNutt Creek had hit a snag when the owners of the Jennings Mill Golf Course objected to the routing of the line .

According to documents Haynie submitted to the Commission at that time, Oconee County and PPI representatives had met with Jennings Mill representatives "on multiple occasions and have discussed alternate routing and installation procedures that should minimize impacts to the golf course property and reduce the duration of any temporary course closures.”

Lainiertindall

According to county tax records, Laniertindall owns 141.6 acres, valued at just less than $1.7 million.

Laniertindall was organized in 2014 by Mark T. Bell of Athens. The limited liability company purchased the four tracts from Titan Jennings Mill LLC in January of 2015.

Oconee County officials announced in late 2014 that they expected to let bids early in 2015 for construction of a $2.5 million gravity-fed sewer line running along McNutt Creek from Jimmy Daniell Road to Parkway Boulevard at Kohl’s.

Then Utility Department Director Chris Thomas said construction of the sewer line likely would close parts of the golf course during construction.

Rezone Request

In the rezone request, Jenny and Gary Evans are asking for a special use approval to be allowed to use a home office in the basement of their primary residence for marriage and other counseling services.

The Evans are proposing to make no alterations to the existing home exterior to accommodate the business.

The 1.3-acre parcel is surrounded by residential properties in the Calls Creek subdivision.

The Planning Department staff recommended approval, and the Planning Commission, at its meeting on Aug. 15, also recommended approval.

Athens Tech

The Commission will have before it a letter from Stephanie Benson, vice president for Adult Education at Athens Technical College, saying “We are pleased to confirm an agreement for Athens Technical College to provide an Adult Education GED preparation class” at the Government Annex.

The letter is dated April 4, 2016.

Oconee County is to agree to provide the facility, and Athens Technical college “will provide instructors, materials, and classes,” according to the letter.

Commission Chairman Melvin Davis tried to get the Commission to approve the agreement last week, but Commissioner Jim Luke was outspoken in his opposition, saying the county does not have adequate space for its own needs at the Annex.

Davis said he would bring the request back for discussion again tomorrow for further discussion.

Does Calls Creek have the approved capacity to handle the extra sewage?
Would the Georgia EPD be involved in this process?

The Oconee powers that be really, really need to be leaders, and work out their issues with Athens-Clarke County, as ACC has the excess capacity Ocnoee needs. Two neighboring counties should be able to meet each other halfway.

It's was leaders are supposed to do.

The county is in the process of expanding its Calls Creek plant. It has limited excess capacity at present.
