GDOT To Hold Virtual Public Information Open House On Dials Mill Extension Interchange With SR 316 On March 22

***No Intersection For Dials Mill Road Planned***

The Georgia Department of Transportation (GDOT) will hold a virtual Public Information Open House on March 22 to get reaction to its plan for a multi-grade intersection of Dials Mill Extension at SR 316.

According to the GDOT Project manager, the concept layout for an interchange at Dials Mill Extension is the only one that will be presented to the public at the Public Information Open House.

That concept layout shows Dials Mill Road ending in cul-de-sacs rather than crossing SR 316 and a full, multi-grade intersection at a reconfigured intersection of Dials Mill Extension with the four-lane, divided SR 316.

Sharon Thelen, who first was able to confirm the date for the Public Information Open House, has reserved the conference room at the Bogart Library from 4 to 6 p.m. that day to facilitate public participation.

Thelen, president of the Dials Mill Plantation Home Owner Association, has created the web site, Oconee 316, to monitor work on the roadway and provide information about its progression.

Thelen and others from Dials Mill Plantation opposed what originally was proposed as a full, multi-grade intersection of Dials Mill Road and SR 316 because of the negative impact it would have on their subdivision.

The county also had expressed a preference for a full interchange at Dials Mill Extension.

In related news, GDOT District Preconstruction Engineer Justin Lott reported that concept development continues on the McNutt Creek Road intersection with SR 316 with concept report approval likely in early summer.

Revised Concept Layout

The Revised Concept Layout for Dials Mill Extension shows the roadway south of SR 316 shifting to the west and the roadway north of SR 316 shifting to the east to square the roadway up with the divided highway.

Roundabouts are shown at the entrances and exits to Dials Mill Extension from SR 316 both north and south of the highway.

Dials Mill Road is closed in a cul-de-sac just past the Dials Mill Boulevard entrance to Dials Mill Plantation on the south and at undeveloped land north of the highway.

Dials Mill Spur is reconfigured to intersect with Dials Mill Extension south of the proposed southern roundabout on Dials Mill Extension.

Lott sent me the Revised Concept Layout as an attachment to an email message on Feb. 28 saying “I believe the project has been narrowed down to this option now.”

Lott asked me to confirm that decision with Project Manager Bridget Thomas.

Thomas wrote in an email today (March 4) that “Yes, this is the concept layout that will be presented.”

Timing Of Meeting

The current calendar for the Public Information Open House on March 24 shows it as an “All Day” event, but Thelen said earlier reports had said it would take place form 4 to 6 p.m., the time she has reserved at the Bogart Library.

The plan is for a live moderator to present from some remote location the plans for Dials Mill Extension and Dials Mill Road and then accept and respond to audience reactions via the chat function.

GDOT used this format for a June 2022 Virtual Presentation and Q and A Session on the bundle of intersections that includes Jimmy Daniell Road, Virgil Langford Road, and the Oconee Connector.

According to the current GDOT web site, construction is supposed to start in 2025 on those intersections.

At present, construction on the Dials Road Road Extension also is projected to get underway in 2025.

Lott, in an email message on March 1, said “The McNutt Creek Road project is still under concept development. Looking at the comments, it appears it should be moving towards concept report approval in early summer.”

Are there two meetings?
