The owners of 8.1 acres on the north side of Daniells Bridge Road east of the curve at SR Loop 10 are scheduled to be before the Oconee County Planning Commission on Tuesday night seeking permission to radically alter the concept plan for that property approved by the county in 2008.
Krojo LLC is asking that it be allowed to put seven office and warehouse buildings on the property instead of the single large office building approved by the Board of Commissioners in 2008.
That 2008 rezone was controversial because it was the first commercially zoned property on Daniells Bridge Road east of the commercial development between the Oconee Connector and the curve.
At that time, the county had on its books a plan for the Oconee Connector at Home Depot to cross SR Loop and connect with Daniells Bridge Road, but that plan has been abandoned.
The owners of the properties adjacent to the 8.1 acres on that side of Daniells Bridge Road were in favor of the rezone because they wished to develop their land commercially, while neighbors in the residential developments along Daniells Bridge Road largely opposed the rezone.
At present, the 8.1 acres is surrounded by properties zoned residential.
The Planning Commission on Tuesday also has on its agenda a request by Oconee Medical Properties LLC for special use approval to allow construction of a contractor’s office/showroom building with outdoor storage on 5 acres of agriculturally zoned land on Jimmy Daniell Road that abuts four residential lots in Silver Leaf Subdivision.
The Planning Commission, a recommending body to the Board of Commissioners, meets at 6 p.m. in the Commission Chamber of the county Administrative Building, 7635 Macon Highway, north of Watkinsville.
2008 Rezone
In 2008, then property owners Delores N. Lance and Dorothy N. Anglin asked the county to rezone 9.1 acres on Daniells Bridge Road from AR-1 (Agricultural Residential District 1 Acre) to OBP (Office Business Park District).

Athens developers Stephen Jenkins and Edward Nichols had proposed construction of a two-story office building starting in the summer of 2009, to be completed by January of 2011.
The development was labeled Perimeter Center, and architectural sketches submitted with the rezone showed a building similar to those in the three-building complex west of the property called Exchange Professional Office Park.
The Board of Commissioners initially had turned down the rezone and granted it only after being sued by Anglin and James M. Lance Jr. and James M. Lance Sr., co-executors of the estate of Dolores N. Lance, claiming their rights had been violated.
According to county tax records, Lance and Anglin in 2009 granted the county a right of way deed, as required in the rezone, for widening of Daniells Bridge Road at the entrances to the property and transferred ownership of the property to LCN Oconee LLC in 2012.
The property has remained undeveloped and undisturbed since that time.
According to the Georgia Secretary of State business database, LCN Oconee LLC was formed in 2012 with an address in Ponte Vedra Beach, Fla.
Current Proposal
The rezone request before the Planning Commission is being sought by Krojo LLC, 1571 Flat Rock Road, outside Watkinsville, on behalf of property owner LCN Oconee LLC and is being called Silo Park Daniells Bridge.

The narrative identifies the project as a “commercial office, warehouse, and flex space business complex.”
The concept plan shows seven buildings with a total of 66,750 square feet and 213 parking spaces.
The site plans show five of those buildings on Daniells Bridge Road and two inside the complex, backing up to SR Loop 10.
The plans show two entrances from Daniells Bridge Road, one between Lynn Drive and Will Usher Road and the other opposite a residence at 2101 Daniells Bridge Road.
The Average Daily Trips for the new project is 371, down from 1,258 for the approved 2008 rezone.
Krojo LLC also is seeking a variance to allow it to have rear loading areas and garage doors on the front of buildings in the development and to reduce the buffer from the street.
Krojo LLC was organized in 2019, according to the Secretary of State business database, and is headquartered in Athens. Joseph Polaneczky and Kristopher Robinson are two of the organizers. The others are Emily Robinson and Rachel Allen.
According to county tax records, Krojo LLC owns 12 properties on Jamestown Road behind Colony Square Plaza that have been developed as a business park with offices and small warehouses called Silo Park Colony Square.
Jimmy Daniell Road Request
Land Planner Ken Beall, on behalf of property owner Oconee Medical Properties LLC, is not asking the county to change the AG (Agricultural) zoning for the 5.0 acres at 1691 Jimmy Daniell Road.

Rather Beall is seeking a special use approval for construction of a 20,000 square foot building that will include 17,000 square feet of warehouse space, 3,000 square feet of office space/showroom, and 5,000 square feet of outdoor storage area.
“Construction Contractors, Builders and Developers, with outdoor storage” are permitted in the Agricultural (AG) zoning district with a Special Use Permit, according to the county planning staff report.
According to the narrative for the rezone, Oconee Medical Properties will use the 20,000 square foot building as its corporate headquarters.
The plan calls the building a “construction contractor’s office/showroom/warehouse building” with “related parking areas.”
The concept plan submitted with the application shows the building deep in the lot, with the screened storage area at the rear.
The plan shows a 50 foot buffer between the property and the four houses on Arizona Bend in Silver Leaf Road that abut the property.
Access to the property will be from Jimmy Daniell Road.
Tim Burgess, who has developed much of the medical complex on Virgil Langford Road surrounding the Oconee Connector, is listed as the contact person for Oconee Medical Properties LLC in the application.
